The DSBA is delighted to be joined by the President of the High Court The Hon. Mr Justice Barniville and His Honour Judge John O’Connor for this very timely seminar on the ADM(C)A; one year on. The seminar will cover the key transitional arrangements, discharge applications, circuit court applications, practical guidance, including letters of instruction and capacity assessments and an update on the work of the DSS.

SPEAKERS

Áine Hynes S.C. is a partner in public and administrative law in St. John Solicitors. Áine currently chairs the Law Society Mental Health Law and Capacity Taskforce and has made extensive submissions to government on appropriate amendments to the ADMCA. She has been involved in many circuit court applications under the ADMCA and recent High Court applications.

Aileen Curry is a partner in Curry Hickey Solicitors and was previously employed as a Senior Solicitor in the General Solicitors for Minors and Wards of Court. Aileen has a special interest in the law relating to vulnerable adults and minors, the ADM(C)A;, wards of court, deprivation of liberty and mental health law. Aileen has been involved in some of the most significant cases in this rapidly developing area of law. Aileen is Chair of the Dublin Solicitors Bar Association Mental Health and Capacity Committee.  Aileen is also a committee member of the Solicitors for the Elderly.

Marie-Claire Butler is the Deputy General Solicitor in the Office of the General Solicitor Minors and Wards of Court where she has worked for almost 9 years. Marie-Claire has extensive experience in deprivation of liberty, minors, elder abuse cases and the representation of persons who are placed outside the jurisdiction for specialist treatment. Marie-Claire has a particular interest in eating disorder cases, and cases involving complex psychiatric issues. Marie-Claire is currently leading the review and transition of Wards of Court from Wardship (where the General Solicitor is Committee) to the new ADM(C)A regime.

Professor Shaun O’Keeffe graduated from University College Dublin and trained in Internal and Geriatric Medicine in Dublin, Boston and Liverpool.  He is a Consultant Geriatrician and Physician in Galway University Hospitals and a Personal Professor in Medicine, University of Galway.  He is HSE Clinical Lead for the ADM(C)A and for consent issues.

Ciara Dowd is a barrister with a general civil practice, and a particular interest in capacity and mental health law. She has published widely and her work has been cited by the Superior Courts. Prior to commencing practice at the Bar, Ciara worked as a legal researcher in the Irish Human Rights and Equality Commission, the Law Reform Commission, the NGO sector, and in Dublin City University.

Orla Keane is General Counsel for the Mental Health Commission (which includes the Decision Support Service). She obtained her degree from UCD in 1993 and qualified as solicitor in 1996. She is also a trained mediator, has a diploma in employment law and corporate governance.  She initially worked in corporate law. For the last 25 years her practice has been focussed on healthcare, human rights and administrative law.  She has lectured and written articles on these topics. She joined the Mental Health Commission with responsibility for all legal matters, the mental health tribunal team and acts as secretary to the Board. She has been a key part of the team who helped establish the Decision Support Service advising on various legal matters to include the Codes, the Statutory Forms and Guidance documents. She has been working closely with the DSS team since commencement on a variety of issues that have arisen
